Issue isn’t “Which one thing will help most?,” but how much the practical part of each approach helps. Planting more trees helps some. Growing some kelp farms will help some. So do both. 9% of the oceans is a biiiiig area and some of that mist be difficult to get kelp to.
Drive less. Take fewer flights. Insulate your homes of you can. Eat less factory meat. Vote, campaign for, and donate to eco-friendlier candidates. Use less plastic.
Promote eco-friendlier science, like GMOs and nuclear power, just not on earthquake faults or frequent-tsunami areas.

This reminds me about the medical method of treating symptoms and leaving the causes alone. I great deal of factories make stuff that is designed to break and will need to be bought again. Water heaters used to last 50 years but now they burn out in 6-7 years. Their are broken snow shovels all around the snowed in complex where I live. When I was a youth (60 years ago) snow shovels were wood handled and steel bladed. They lasted for decades. Now they break in a week or two without any abuse. How many factories here or in China are pouring out smoke to making things that are designed to break over and over again. Same with everything that we make except planes, trains and ships. A rigid standards branch could stop a huge amount of CO2 production in factories burning fuel to make stuff designed to break.

We don't need extra space. After the alagae farm or an artificial forest that we create (say in a grassland) grows to it's full potential, we must cut it down and store it somewhere. That's it. Carbon trapped. Now we have our space back for the next round. If all the people start storing wood instead of letting it rot or burning it, that will by itself do a massive difference.

Just build an artificial mountain with waste and sand from Sahara, high enough to make it snow at the tops, the heat waves captured by the mountains will be cool downed by the icy cold space and the resultant moisture would become new rivers, this is what the nature is being doing for the last millions of years.

So our government wants the slaves in Africa to continue to mine Cobalt so we can drive electric cars so there is enough fuel to run container ships back and forth to Asia so we can continue to buy products made by the slaves over there. How about bringing the Columbia River down to the Colorado River and irritate the south West so we can plant more trees? How about if we bring jobs back to this country?

Trend that I think should be more popular: letting people grow out their lawns. Why? Because it’s actually better for the environment. The longer grass allows more cover and habitat for wildlife that are beneficial to the area. Not to mention the gas consumption lawn mowers take. Especially in the plains and grassy areas.
